1) According to Lenore, many people have fought Shadows before us. She doesn't have exact numbers, but she did note that it's unusual for rifts to appear so consistently and so frequently in one area, as with Haling Cove.
2) Normally, Velvet Room denizens mostly concern themselves with helping wildcards fulfill their potential. But our VR denizens chose to get involved here because of the aforementioned unusual circumstances.
3) It isn't unheard of that people who aren't Persona-users end up in the Shadow World. A small number of disappearances of each year are likely related to a rift opening, and Lenore likens this to "other natural phenomena." In other words: we can't stop it, and should focus on protecting the people here.
